No. It was a series of unequal statistics being compared to one another for the purposes of inflaming the ire of people who feel like their music taste is “better” than that of the hoi polloi—different ways of chart positions being measured, different genres being pitted against each other, hell, different populations of America from which to draw “highest-selling” statistics. (The “upgrade your LPs to CD!” racket didn’t work on everyone, you know.) It was a shitty, assumption-assuaging-based list that said absolutely nothing about anything except “you people who like the Beatles and other Real Music and disdain all that crap on the radio, you are cool.” And not for nothing, but trust me, THEY KNOW. (Or at least are convinced of said idea.)
